Major responsibilities include overseeing the daily operations of the finance and accounting departments and providing leadership and efficient and timely coordination of financial affairs. This includes supervising the finance and accounting teams in the function of their jobs and providing service to clients that reflects the work ethic and values. Ensures agency accounting procedures conform to generally accepted accounting principles. Partners with management to provide relevant financial data necessary for budgetary and financial decisions
PRINCIPAL DUTIES AND RESPONSIBILITIES
Manages and coordinates activities in the accounting and finance departments, ensuring that standard accounting principles are followed and internal control procedures complied with in keeping the agency’s financial records; maintains familiarity with the daily activities of both accounting and finance.
Performs general accounting duties including journal entry reviews, monthly reconciliation of accounts, variance explanations and reviews of restricted revenues and expenses and the general ledger.
Directs and coordinates the financial audits; reviews and prepares audit schedules as needed. Drafts audited financial statements and footnotes; maintains and updates policies on internal controls.
Prepares and coordinates the monthly financial reporting package, the quarterly and annual tax filings (e.g. payroll taxes, IRS Form 990, etc.), and other reporting requirements specified by contracts and agreements (e.g. grants and charitable foundations). Identifies and makes recommendations on resolving key issues. Keeps current on changes to generally accepted accounting principles and best practices affecting not-for-profit entities along with changes to tax laws.
Provides for the ongoing training and development, hiring, retention and performance management the Finance staff. Utilizes resources to fulfill the objectives and responsibilities of the department in an effective and efficient manner consistent within operating budgets and plans. Works collaboratively with other departments and resolves conflicts quickly. Fosters an environment that promotes the professional growth of staff emphasizing teamwork and recognizing the potential of each individual.
Provides financial information necessary for developing forecasts and financial plans. Provides advice and counsel to management on financial matters including operational adjustment due to changes in tax laws and effects of economic changes upon agency operations.
Performs additional duties and other special projects as requested. These duties include but are not limited to other responsibilities that require non financial related work within the community.

A. BASIC FUNCTION
Performs a wide variety of diversified, usually complex, tax-related tasks under the supervision of a manager or director.
B. Responsibilities and specific duties (listed in order of importance):
- Prepares personal and corporate tax returns, including the most complex.
- Approves less complicated personal returns.
- Reviews and supervise staff accountants’ compiled financial statements and bookkeeping deliverables.
- Acts as a resource for tax staff and senior tax accountants.
- Performs less complex tax research.
- Prepares BNA projections and becomes involved in planning for less complex clients.
- Becomes involved in tax planning for less complex client situations.
- Assists accounting and auditing staff members in client meetings.
- Analyzes IRS notices and drafts responses.
- Reviews IRS notice responses prepared by staff tax accountants.
- Delegates work to tax staff and senior tax accountants and supervises work.
- Participates in tax department administrative projects.
- Acts as director-in-charge for personal tax return clients.
- Acts as key client contact person for smaller engagements.
- Bills clients and discusses fees with smaller clients.
- Contributes to the client service team by producing quality work with quick turnaround and attentive service.
- Establishes good working relationships with all directors and staff members.
- Exhibits time management and organization skills.
- May assist with recruitment and training of other tax department personnel.
- Develops entrepreneurial approach to client service and good working relationships with client personnel.
- Maintains contacts with peers, develops network of business contacts, meets with prospective clients, and cultivates referrals.
- Accepts volunteer positions in community organizations.
- Begins to develop industry expertise.
- Performs such other duties as may be assigned.
C. Knowledge and skill requirements:
- Bachelor’s degree or master’s degree in accounting or other related program.
- Three to four years’ experience in accounting or tax return preparation.
- Proficiency in use of computers and tax software programs.
- CPA certification.
